The Manager, Workforce Planning Data & Analytics is accountable for the leadership, development, and execution of supporting data collection, tracking, analytics regarding Workforce Planning within the Airports North America branch.  They will effectively support our existing planning tools, develop detailed reports, and create models which will be used to create staffing forecasts and recommendations.  They will also take the lead on various projects, implementations, and dashboard development to promote efficiencies for the Airports North America branch.
Key Functions & Accountabilities 
  • Oversee all data related initiatives pertaining to work drivers, training and absenteeism.
  • Strengthen existing tool infrastructure and recommend future enhancements/development.
  • tools, reports, dashboards, and summaries.
  • Calibrate staffing utilization and productivity reports and metrics.
  • Responsible for developing, sourcing, housing, and controlling all data and analytics.  This data will be available to critically assess and facilitate workforce planning decisions throughout each planning cycle, to achieve operational and financial goals.  
  • Analyze flight schedules, determine optimal bid periods for all workforce reassessments.
  • Collect time and motion Develop and implement new tools, processes, dashboards, and scorecards
  • Liaise with vendors outside the organization on sourcing new software/tools.  
  • Provide leadership and guidance to Workforce Planning Analysts to ensure successful implementation of projects and analytical accuracy.
  • Strong understanding of current rule parameters and the ability to effectively react to changes impacting all subsequent data within the airports operations as required to ensure the most accurate data is being used in the planning models.  Articulating these findings and making recommendations on the benefits/impacts.
  • Act as business partner on projects and make recommendations with quantitative and qualitative information.
  • With the Workforce Planning team and the airports leadership, assist with dashboard development and goal setting using data analytics, such as overtime/undertime metrics.
  • Create financial evaluations, process development, and detailed accounting.
  • Provide leadership and guidance to workforce and operational teams using statistical analysis.
  • Oversee current processes for vacation online bidding, control of schedules, vacation reconciliation, statutory holidays, employee self service support, employee transfers, Staff Admin training, and overrides, among others.
  • Carry out trend analysis and make appropriate recommendations.
  • Define and maintain methods, techniques, and calculations for identifying ways to improve business/technical processes.
  • Collaborate with various partners such as Human Resources, Labour Relations, Network Planning, IT and Finance.
  • Prepare and present monthly/quarterly metrics to senior leadership team.
  • Develop and create ad-hoc reports.
  • Perform other duties as required.
Safety Responsibilities:
  • Ensure that risks related to Safety and Security are addressed, root cause identified, and corrective measures implemented. Supports Airport managers and frontline staff within their regions to ensure that Safety, Security and Service standards are observed, monitored and practiced consistently by conducting on-going self-audits. Where self-audit or regulatory audit activities have revealed vulnerabilities, ensure identification of root cause, implementation of corrective measures to address them, as well as a means to verify effectiveness.

  • Is responsible for the safety of operations within their region. Oversees and supports the implementation and audit of Air Canada SOPs (Standard Operating Procedures), as well as the regular follow up meetings with Stakeholders internally, and externally, by airport managers.

  • Ensures compliance with standards of IOSA, SMS and other applicable authorities. 

  • Responsible for supporting Management and Ground Handlers for safety, security, and customer service activities within responsible region.

  • Anticipates and identifies safety, security, service, and operational problems, and resolves them with the branch safety team while maintaining the focus on safety.


  • Advanced proficiency with all Microsoft Office 365 tools, prominently Excel, PowerBI
  • Experience with SharePoint, and Microsoft Teams, along with online collaborative software
  • Coding, scripting, and programming
  • Five (5) to seven (7) years of analytical experience in a related field
  • Experience in Workforce Planning solutions software
  • Bachelor’s Degree in Business Administration or the equivalent is an asset.
  • Strong analytical and problem-solving skills
  • Strong team leadership and development skills
  • Possess a comprehensive knowledge of the Airport experience and operation along with an understanding of the interdependencies of all operating and support systems
  • Ability to work under pressure in a fast paced, deadline driven team environment
  • Ability to work with minimal supervision
  • Strong business foundations
