Reporting to the Manager, Transportation Strategy and AOG Logistics, the Manager, Customs is responsible for establishing processes and procedures for the customs department to ensure compliance. This position is responsible to collaborate with brokers, carriers and other parties to ensure compliance and to ensure agreements are adhered to.

Responsibilities:

  • Establish Power of Attorney for Customs Brokers with the involvement of the Legal department.
  • Deal with Law on Customs Ruling requests for United States Customs Border Protection (USCBP) and US Vendor requests for US End User Compliance Statements.
  • Establish processes and procedures for the Customs Department and liaise with other departments to roll processes that affect them.  
  • Establish processes to comply with other countries Customs regulations.
  • Monitor changes within Canada Border Services Agency that affect our in-house importations – Single Window Interface / Integrated Import Declaration / CBSA Assessment Revenue Management and assist with roll out and training by service provider.
  • Update Broker contact information, set up rate agreements and Standard Operating Procedures.
  • Ensure broker agreements are adhered to ensuring consistency, quality and rates.
  • Work with Brokers to set up Compliance systems internally and externally – Fedex Global Trade Data (GTD), Livingston Portal, AN Deringer Analytics.
  • Work with other groups internally to ensure compliance with Canada Customs regulations – correct Importer of Record.
  • Customs Software Requirements – work with Strategic Purchasing when Customs Software Provider contracts are being renewed.
  • Work with Taxation branch on GST discrepancies.
  • Compliance discrepancies – contact vendors and carriers when documentation (invoices, drop shipment) needs to be corrected or for missing invoice.  
  • Write letters to Brokers for Importer of Record changes, as well as Customs Authorities in other countries that this broker has our authorization to act on our behalf. 
  • Liaise with Fuel Department to create provisional invoicing for truck shipments for BC and Alberta and send out to all the carriers every week.
  • US & Canadian Customs Bond Renewals – liaise with Insurance Group to ensure bonds are renewed in a timely manner to avoid shipments being held due to no security.
  • Coordinate customs clearance on after hours and aircraft on the ground (AOG) shipments.
  • Resolve Customs Clearance delays on Inbound shipments due to missing paperwork by contacting buyers and/or vendors – track inbound shipments to ensure clearance in a timely manner and obtaining tariff information or invoice information if required.
  • Conduct weekly staff meetings.
  • Oversee day to day operations and assist or delegate where required.
  • Manage staff for operational requirements and vacation coverage, overtime and under time.
  • On Call 24/7 - availability by phone and e-mail to ensure AOG shipments are cleared inbound/outbound

Qualifications

  • University degree in a relevant field (logistics, supply chain management, etc.) is an asset.
  • 5+ years of experience in customs regulations.
  • CCS Certified Customs Specialist (CCS) is required.
  • Demonstrated organizational skills with the ability to work well under pressure, and with changing priorities.
  • Strong written, verbal and interpersonal communication/negotiation skills.
