Responsible for the resource planning for assigned work groups in each airport locations. Oversee and develop Manpower strategies and alignment with the Manpower Deployment teams. Ensuring Customer Service levels are met through staffing productivity and fiscal responsibility.
Key Functions & Accountabilities:
- Lead the Manpower Planning activities for the station from the unstacking process through the planning phase to final staff levels and staffing actions
- Work with Labour Relations for control and implementation of staffing actions in support of manpower strategies
- Interface with Corporate Resource Planning in developing and implementing staffing requirements
- Develop, implement and administer all employee bidding processes for work schedules and vacations
- Work with the Employee Reliability Team at the station to implement a unified, consistent long and short-term approach to managing employee attendance, injuries and safe working habits
- Engage and build working relationships with the functional groups and local Union leadership
- Work with the management team in Customer, Aircraft, Baggage and Cabin services at the station to ensure daily / weekly / monthly staffing requirements are met
- Anticipate, identify, and resolve staffing issues with a results-oriented approach
- Assume local leadership, as assigned, for specific local initiatives for process & performance improvement within the Resource department
- Act as a coach for the employees, motivate and engage individuals and the team to build a positive and healthy working environment
- Adjust staffing levels in response to operational changes
- Directly responsible for the performance of local Resource Team members
- Manage and resolve employee issues that are escalated by local Resource Team members
- Participate in management team decision making pertaining to the Resource related issues
- Liaise with union representatives to address employee concerns
- Manage escalated employee pay concerns with third party provider
- Manage all aspects of Resources including training, scheduling, and skill tracking
- Manage all union time clearances for IAM and UNIFOR
- Provide accurate and updated flight schedule changes /information to Operational Management including changes to staff requirements
- Maintain overview of staffing outlook requirements for each location
- Work with union CRC / WSRC committees during work schedule development
- Produce all material required for open bids (bid packages/documentation and timelines)
- Assist with creating monthly schedules for maximum utilization of manpower and skillsets
- Manage long term (30 days or longer) mitigation plans in order to meet or exceed station monetary budget goals
- Provide Manager, Resource Planning with weekly information regarding outlook, team projects and progress reports
Qualifications
- A relevant post-secondary degree/technical certification
- Interpersonal skills and able to lead a Management team
- Understanding of Air Canada and Airline Operations
- Translate business strategy into plans, directions and objectives
- Understanding of Labour Unions and Collective Agreements
- Commitment to employee engagement
- Excellent communication skills, verbal & written, Interpersonal skills and able to lead a team
- Excellent problem solving skills and the ability to apply creative solutions
- Ability to work under pressure, handle stressful situations and maintain flexibility
- Strong analytical, organizational and planning skills
- Advance knowledge of Word, Excel, with a working knowledge of Streamline system
- Previous Manpower Planning at airport operational experience is an asset
