The Manager, Operations Data Governance is responsible for overall framework and reference data management within the operations realm as well as data lineage, documentation and access. They are also responsible for oversight for KPI design and alignment in coordination with each value stream management operating system. They are a subject matter expert in Operational measures and the key point of contact in ensuring these measures align with other key branches across the Air Canada enterprise and set us up to achieve our long term strategic goals.

Key Functions & Accountabilities:  

  • Provide oversight to OIA team for existing and new operations data sources to understand usability and limitations.
  • Develop and oversee routines with Business Stakeholders to drive continuous improvement of our data management capabilities, practices, and outcomes. 
  • Develop and coordinate process improvements to enhance overall data quality for business units that manually manage data inputs (e.g. process failure coding, baggage file root cause coding, etc.) utilizing expert knowledge in data and communicating complex concepts. 
  • Provide leadership and guidance to operations data stewards with respect to data quality as it relates to business processes and impact of poor data to end user processes. 
  • Develop rules and process to control the integrity (accuracy, thoroughness, process compliance) of all data, pro-actively identify data issues.
  • Responsible for testing of data, either for new data or changes to existing data structures or sources.
  • Maintain data dictionary documentation. Elaborate business glossary and KPI playbooks.
  • Contribute to the implementation of the Data Governance Framework.
  • Work with reference data management team at IT to enhance RDM environment.
  • Build and support relationships between operational and commercial data users to Ensure alignment between operations and commercial data standards (e.g connect MSDTs with engagement standards).
  • Drive alignment between KPI levels and management operating systems.
  • Maintain competency with process hierarchy levels and their associated KPIs.
  • Participate in enterprise data governance council on behalf of operations and manage any and all activities to support those initiatives.
  • Partner with the IT branch to implement and manage the data management strategy within Operations.
  • Participate in functional working groups and lead the operational component to drive continuous improvement and achieve departmental objectives.
  • Be the subject matter expert on the operations data architecture, understanding how all data components of the operational systems (20-25 systems) fit together.
  • Solve complex operational data challenges utilizing data and problem solving expertise. 
  • Lead projects in collaboration with the various operational branches, ensuring alignment with overall data management strategy.
  • Support the Director, Operations Insight and Analytics in delivering the data strategy by designing the data management roadmap and delivering on key milestones.
  • Provide strategic direction to the Operations Data team with accountability for the performance and results of the team.

Qualifications

Experience & Business Knowledge or Other relevant information: 

  • University degree in related field (Mathematics, Statistics, Business Analytics, Operations Research, Computer science) 
  • 5+ years of pertinent experience in a similar position.
  • 5+ years in a management and/or leadership role. 
  • Strong analytical and problem solving skills.
  • Sound operational understanding of Airline performance.
  • Ability to understand and relate required analysis to business implications.
  • Detail oriented.
  • Strong verbal and written communication skills.
  • Knowledge of SQL is an asset.
  • Proven organizational skills and ability to multi-task.
  • Self-starter with strong interpersonal skills and ability to take initiative.
  • Based on equivalent competencies, preference will be given to a bilingual candidate.
