Strategic Planning
  • Develop strategic safety & compliance plans to meet or exceed current and future regulations and stakeholder expectations consistent with Air Canada’s corporate mandate. Specifically, merging the related airside ground safety compliance activities to provide increased efficiency and oversight of all ground operations airside (Airports/Cargo) with the goal to be Industry leaders in this space. 
  • Assess, develop and implement practical strategies that complement the overall corporate business plan. Based on the direction and objectives of the company, develop short- and long-term safety services strategies.
  • Identify and anticipate key safety trends and opportunities to assist Air Canada in positioning itself as a recognized safety leader.
Leadership
  • Represent the “safety” perspective for Air Canada with earned credibility and with balance between strategic and operational issues.
  • Provide oversight, direction, guidance, coaching, education and support to the various levels of management on specific to: safety, risk, quality and regulatory compliance for ground operations, encompassing airports and cargo operations (Rouge, Regional Express and third party contracted service providers).
  • Responsible for successfully building and leading a high-performance team of professionals responsible for Airport and Cargo Quality and Safety Assurance, as well as the Airports and Cargo Safety Compliance teams. 
  • Represent the Corporation with regulatory agencies, at various industry associations and alliances (Star Alliance). 
  • Ensure that Air Canada’s ground safety policies and procedures are documented and fully compliant with standards and regulations as contained in IOSA or regulatory requirements for both Airport and Cargo operations.
  • Work collaboratively with internal and external stakeholders to continually assess the effectivity of Air Canada’s (Airports and Cargo) ground safety programs and continual improvement of all related safety processes. Including maintaining close liaison with government agencies including International, State, Federal, provincial, regional and local on all safety related issues
  • Provide the leadership and direction to continuously improve Air Canada’s ground operations programs (Airports & Cargo) to ensure regulatory compliance with all internal and external stakeholders.
  • Manage and control the continuous improvement of the safety compliance and assurance responsibilities, capability, and effectiveness in support of the Air Canada’s Business goals and Branches.
  • Monitor the regulatory requirements in the framework of ground operations as proposed and forthcoming by the Regulators (EASA, FAA, ICAO, ESDC) 
  • Prioritize and develop policies, actions and risk mitigation plans 
  • Recommend targets and KPIs/SPI’s related to ground safety activities  
Key Functions & Accountabilities: 
  • Direct the actions, work and outputs of required safety compliance programs within Airports North America, International Airports and Cargo operations, with a specific focus on the review of existing and proposed ground handling and safety policies, procedures and actions, along with identifying threats, adverse trends, risks, hazards and best practices in order to ensure the continuous improvement of the SMS in ground operations.
  • Strategically develop and implement ongoing ground safety initiatives and programs that continue the development and maturity of the Airports and Cargo safety programs and the eventual combination of Airports/Cargo safety teams/initiatives.
  • Provide direction, guidance and coaching, education and support to the various levels of management on Ground Safety related matters. 
  • Directs the oversight activity for staff, including external third party providers to ensure they have met the internal and external safety obligations and standards set forth by Air Canada 
  • Work closely with CSEQ investigations team to develop and implement enhanced investigation capabilities with the team, focused on ground incidents and accidents, ensuring proper investigation, root cause analysis and proper corrective actions are implemented to prevent reoccurrence 
  • Review and enhance the Standard Operating Procedures in line with airline best industry practice, notably IGOM, AHM. 
  • In collaboration with all stakeholders and through a comprehensive analysis of the Company safety database, establishes and validates the ground safety risk profile of the organization on a quarterly basis. 
  • Continually monitor internal processes and operating environment to detect changes or deviations that may introduce emerging safety hazards or degradation of existing risk controls.
  • Serve as a subject matter expert on issues relating to ground safety policies, standards and procedures 
  • Represent Air Canada on Industry, Regulatory and policy committees in Canada and abroad.
  • Effectively manage working relationships with airport authorities, ground handling agencies and other agencies as required.
  • Communicate to the Sr. Director Corporate Quality Assurance and Risk Management any ground safety issues that could produce a significant risk to the corporation. 
  • Ensure compatibility and alignment of Air Canada’s Ground (Airports & Cargo) Safety Programs with the most current IOSA Standards Manual.   
  • Drive the development of standardization of ground handling processes, procedures and training across airports and cargo branches. 
  • Monitor industry direction and developments and provide recommendations to the Senior Director, Corporate Quality and Risk Management to keep Air Canada at the leading edge of ground operations safety industry best practice.
  • Improve the safety culture and performance across the business through partnerships, collaboration, and communications in order to deliver more effective business operations and duty of care responsibilities. 
  • Responsible to ensure Air Canada’s continual compliance with all pertinent state and industry requirements (i.e., Transport Canada, ICAO, FAA, EASA, IOSA and the Canada Labour Code Part II standards and recommended practices).
  • Implement and manage continuous improvement safety initiatives within Airport and Cargo operations.
  • Be cognizant of government H&S regulations in applying ground safety procedures across the airline’s global operational footprint. 
  • Engage in all levels of the organization and solicit feedback with regard to existing strategies and programs and seek collaborative input in developing new programs/services. 
  • Chair and organize the weekly, monthly and quarterly safety meetings as required . 
  • Preparation and facilitation of quarterly safety reports to the Airport Safety Board, International Safety Board, and Cargo Safety Board, along with other senior and management review meetings
  • Direct, manage and administer the department and budget 
  • Manage the performance and personal development of direct reports. 
  • Develop and maintain a robust succession plan for Corporate Safety – Ground Safety.
  • Succession plan: recruit, train, identify and develop talent to ensure a strong baseline for future Corporate Safety – Ground Safety leaders.  

Qualifications

Work Experience
  • 7-10 years of recent experience in Airport or Cargo Operations Management roles working in either Airline or Ground/Cargo Service Provider Organizations 
  • Strong understanding of industry standards, business operations and regulatory requirements 
  • Previous experience in leadership and management of people roles.
  • Experience in preparing reports and making oral and written presentations to Senior Management is required 
  • Capacity to work in high tempo, agile and dynamic environments.
  • Capability to excel in a complex multi-layered environment.
  • Outstanding record in the design, implementation of risk methodologies and the management of associated risk.
  • Business and industry acumen particularly in relation to airline interdependencies.
Education
  • A degree level certificate (or proven equivalent) and/ or relevant experience in a related field.    
  • Accreditation in ground safety investigations an asset 
  • Certificate in SMS preferred  
  • Accreditation in Auditing or Risk Management an asset  
  • Demonstratable knowledge of a modern Project Management methodology.
