Responsible to ensure Occupational Health and Safety regulatory compliance and due diligence for the Corporation and for leading the ongoing strategic development and management of the organization’s occupational health and safety strategy which is aligned with the organization’s vision and overall goals. The Director, Occupational Health & Safety Regulatory Programs will also be responsible to ensure compliance with Health Canada, Public Health Agency of Canada, and Pest Management Regulatory Agency as it relates to Health and Safety.
 
This senior manager is required to develop and advance collaborative and positive relationships with all stakeholders in Occupational Health and Safety including all levels of management, regulators, labour safety representatives, labour leaders, front-line employees, and other external stakeholders.  
 
This safety leader is a champion of safety at Air Canada and will be required to develop and maintain a robust organizational occupational health and safety system to support all branches, and employees with sound OSH procedures and guidelines to ensure organizational compliance with the Canada Labour Code, applicable OSH regulations and safety standards to create a safe workplace for all employees.
  • Oversee the health and safety programs across the organization ensuring compliance with applicable regulatory requirements and company policies.
  • Plan, develop and ensure consistent implementation of OH&S programs with necessary policies, procedures, and guidelines.
  • Identify appropriate corrective actions as required. 
  • Participate in Branch Safety and Environment Board meetings and providing safety reports detailing status of programs, regulatory updates, and company position on issues.
  • Ensure regulatory reporting requirements of employee accidents/incidents throughout Corporation are completed.
  • Coordinate responses to safety-related questions/concerns from internal and external sources.
  • Ensure regulatory compliance and due diligence for the Corporation.
  • Analyze Federal (U.S.A, Canada, UK, Australia, Brazil), provincial, regional, municipal safety laws and regulations to determine the impact on the Corporation as required.
  • Monitor changes to Canada Labour Code, Canadian Occupational Health and Safety Regulations, Aviation Occupational Health and Safety Regulations and provide company’s position during consultation phase.
  • Develop position papers on new regulations or proposed changes to existing safety regulations and employee safety matters.
  • Identify required actions and resources, including meetings with relevant regulatory authorities to protect the Corporations interests and ensure policies and procedures meet any new or revised regulations.
  • Communicate changes and/or new regulations to applicable Branch/subsidiary Management.
  • Identify safety training requirements for safety related positions within the Corporation.
  • Ensure preparation of appropriate responses to Assurance of Voluntary Compliance orders (AVC’s), Directions, complaints, and inspections.
  • Continually maintain a high level of professional proficiency and knowledge of all employee safety matters, regulations, technologies, and developments Authority (ability or obligation to carry-out responsibilities).
  • Establish, promote, and support corporate safety activities throughout Corporation, industry partners and compliance organizations.
  • Represent the Corporation with regulatory agencies, airport authorities, and Industry Associations (i.e., NACC, IATA, HRDC, Transport Canada, Health Canada, FETCO).
  • Maintain close liaison with government agencies including State, Federal, Provincial, Regional, and Municipal on all employee and ground Safety issues.
  • Select and approve outside safety related consultants with respect to employee safety and to ensure risk and liability to the Corporation is minimized.
Financial Containment
  • Develop and operate within the budget in accordance with the corporate fundamentals.
  • Oversee branch financial results and determine cost saving potential.
  • Prepare business cases that highlight benefits and facilitate financial approval.
  • Develop the budget in accordance with the corporate fundamentals.
  • Manage the different projects and associated budgets by evaluating required resources and time constraints effectively.
  • Leverage innovation in pursuit of cost efficiency, resource efficiency, and added value.
Project/Initiative Management
  • Implement and track Occupational Health and Safety KPIs/SPIs for efficiency and performance improvement.
  • Manage and scope new projects/initiatives to meet corporate strategy vision and mission.
  • Develop and implement tracking tools for better performance and compliance monitoring and management.
  • Champion and lead OS&H initiatives to completion.
Continuous Improvement
  • Use data to find new opportunities to exceed corporate targets and showcase growth in OH&S culture.
  • Grow all new OH&S opportunities into projects that align with our corporate strategy.
  • Ensure best-in-class caliber products are being delivered.
  • Advance skill sets of all members of OH&S team through industry related symposiums and continued education.
  • Ensure succession plans are well established for all key OH&S committee members.
Strategy Implementation
  • Create a strategy for the OH&S system including, reporting, execution of duties, responsibilities of committees, training requirements of all committee members, flow of information, communication lines, resolution processes etc.
  • In collaboration with other Senior Safety leadership, develop a strategy designed to effectively manage OH&S requirements harmoniously and respecting the confidentiality of the Transport Canada regulated Safety Management System (SMS).
  • Implement a branch strategy and structure designed to deliver best in class results.
  • Develop branch targets and branch action plan to achieve targets.
  • Collaborate with branch leaders to create a robust system for strategy review and target achievement.
  • Develop a long-term vision and strategy for the OH&S branch as well as the OH&S system with the goal of demonstrating best OH&S practices in Canada.
Leadership
  • Lead the OH&S team to identify, develop, and operationalize high quality and robust OH&S processes.
  • Research current best in class OH&S systems and drive change (where required) to achieve internally.
  • Develop, maintain, and advance critical strategic relationships with all stakeholders, especially those related to organized labour groups.
  • Empower OH&S committees through training and tools to execute the duties.
  • Develop industry benchmark comparison information where available.
  • Liaise with senior executives to help meet their business growth and safety objectives.
  • Coach and develop a high-performance team of OH&S professionals with clear direction and proactive developmental and situational leadership.
  • Establish change management practices to ensure consistent OH&S performance systemically.
Research
  • Benchmark with other industries to create a best-in-class environment.
  • Work closely with different AC departments to determine best course of action for cultural change.
  • Lead innovation and growth through acquired knowledge based on industry research.

Qualifications

  • Mandatory Covid-19 Vaccination Required as of October 31st 2021
Education:
  • Bachelor of Science Degree in Health Sciences or related field.
  • Licenses(s), attestation(s), certification(s), association(s) required:
  • Must have one or more professional Safety accreditations (CRSP, ROH, ROHT, OSHT, CIH).
Experience/Business Knowledge:
  • Depth of skills & expertise:
  • Minimum of 5-10 years professional experience in the field of safety and industrial hygiene management as well as detailed knowledge of safety management, processes/evaluation/control techniques and Federal, Provincial, and Municipal safety regulations.
Breadth of skills & expertise:
  • Minimum 7 years of experience in highly unionized environments with a major Air Operator in the safety field, dealing with safety program implementation, communication, and monitoring.
  • In-depth knowledge of Canada Labour Code Part II, COSH and AOSH regulations, Health Canada regulations, CSA standards as well as USA, UK, and Australian safety compliance regulations. Must also have experience in Government working committees for legislative review and must demonstrate significant achievements and oversight in safety issues, concerns, and programs.
  • Satisfies Due Diligence requirements of the Corporation by the provision of subject matter expertise and knowledge to ensure the adequate training and education of all staff, ensuring a safe workplace as required by the Canada Labour Code.
