The Non-Revenue Flight Operations Manager (NRFO - Manager) is responsible for managing of all NRFO events including NRFO flight crew training programs including management of all finances related to the events. This position will provide communication and directives to flight crews to ensure efficient, timely and safe operation of all NRFO flights. This position will oversee general FOPS JETZ administrative requirements.

 

The Non-Revenue Flight Operations Manager is responsible to:

  • Manage all NRFO flying requirements including scheduling, execution and modification of all events under the NRFO responsibility. This may include but is not limited to flight test, maintenance, positioning, simulator certification, aircraft inspections and other events directly managed by NRFO.
  • Manage all crew member requirements including booking, tracking and facilitating all of crew members requirements needed to perform their duties. This includes but is not limited to deadheads, hotels, transfers and car hires and fiscal management of budget related to each event.
  • Manage full departmental out of hour’s support for NRFO department 24/7 which includes covering after hours requirements and being on call. 
  • Manage crew regulatory compliance and crew fatigue management.
  • Manage, monitor and analyze crew productivity levels throughout the month by providing monthly synopsis reports of events and productivity numbers
  • Work with all involved both inter and intra branch departments such as Customs, Scheduling, Commercial, System Operations Control (SOC), Station Operations Control - airport specific (STOC), Maintenance Operations Control (MOC), Crew Scheduling, Catering, MRO Representatives and various other required contacts to initially schedule, update and reconfigure the schedules of NRFO/Jetz Operations.
  • Oversee Jetz flight operations and manage/coordinate all restricted Jetz Operations crewing and security requirements.
  • Manage crewmember productivity to ensure maximum efficiency and utilization of resources.
  • Manage crewing and staffing requirements in cooperation with the Assistant Chief Pilot NRFO and Jetz to ensure alignment with budget requirements.
  • Manage, administer and provide approval of NRFO P-Card program including monthly expense tracking, allocation, resolution, payment and approve expenses supporting Chief Pilot NRFO and Aircraft Introduction.
  • Provide full 24/7 Credit Card support to the crews on the road. With authority to increase company credit card limits.
  • Provide full administrative support and housekeeping to department and all crew members at all times. 

Qualifications

  • Education: University entrance minimum, university or college diploma preferred.
  • Formal training in Safety Management - must be completed within six months of appointment. (provided by Air Canada)
  • Advanced English both written and spoken. Bilingual preferred.
  • Ability to use MS Office (Word, Excel, electronic mail, PowerPoint) efficiently.
  • Familiarity with MS Project an asset.
  • Technical Writing. Experience in document writing and the development of test /acceptance plans and profiles.
  • Ability to provide afterhours support and provide on call coverage
  • Proactive and re-active to adjust to dynamic, ever changing work demands
  • Strong prioritization skills and ability to react quickly on short notice
  • Flexible
  • Ability to work both autonomously and as a team.
  • 2 years of experience (operational) with Air Canada and/or other Canadian Air Operator.
  • Knowledge of CARs, and the associated Commercial Air Services Standards.
  • Knowledge of NRFO Concepts an asset
  • Working knowledge of American Federal Aviation Regulations, IATA Operational Safety Audit, and European Joint Aviation Regulations -Operations.
  • In depth knowledge of audit programs
  • Must demonstrate significant NRFO aptitude; valued skills include: observation, interpretation, analysis and communication, proven superior inter-personal skills, teamwork, team building skills and leadership capabilities. Crew members must be naturally skilled at Crew Resource Management and be especially good at listening.
  • Knowledge of the Air Canada flight planning structure including SOC, Dispatch, Maintenance, Crew Scheduling, Operations and Flight Support is an asset.
